"The cannabis regulation model adopted in Germany is quite different from the model that exists in the Netherlands, where the authorities tolerate cannabis consumption and products can be purchased in coffee shops, within certain restrictions. It is also different from the strategy followed in Portugal, where possession of cannabis up to a certain quantity corresponds to a social offence, with risky consumers being directed to multidisciplinary committees that assess their profile and decide the best route for support and monitoring."
