"To view pay transparency solely in terms of legal compliance is to narrow its scope. The law sets minimum standards; ethics questions the meaning behind them. Regulation mandates transparency, but it is ethics that asks why, for what purpose, and with what consequences. It is precisely in this healthy tension between legal obligation and ethical commitment that the relevance of pay transparency in building fairer, more open and equitable organisational cultures comes into play"
